Sethi to continue as ad-hoc chairman

The Islamabad High Court has allowed Najam Sethi to continue as head of the PCB’s Interim Management Committee until the disposal of an appeal it is hearing

Umar Farooq29-Oct-2013The Islamabad High Court has allowed Najam Sethi to continue as head of the PCB’s Interim Management Committee until the disposal of an appeal it is hearing. The appeal was filed by the PCB against the judgment passed by Justice Shaukat Aziz Siddiqui, of the same court, which had called for fresh elections for the PCB chairman. The next hearing is scheduled for November 4.The hearing of the appeal came minutes after another judge of the High Court suspended Sethi on the grounds that he had not complied with its order to hold fresh elections by October 18. However, the suspension will not come into effect because the single-judge bench that passed the order has been superseded by the two-judge bench – of Justice Riaz Ahmad Khan and Justice Noor-ul-Haq Qureshi – hearing the appeal. In its appeal, the PCB argued that the judgment had impacted its daily functioning and so it was not feasible to carry out the election for the chairman’s post.Chaos and the PCB

May 8 – Zaka Ashraf becomes the PCB’s first elected chairman

May 28 – The Islamabad High Court bars Ashraf from dispensing his duties, following questions over the legality of his appointment – PCB had appointed nine of the ten members with voting rights without prior announcement and excluded Punjab, the country’s largest province

June 13 – Ashraf’s suspension is upheld at a subsequent hearing and the PCB is ordered to name an interim chairman to represent them at the ICC annual conference in June

June 19 – Key decisions are in the lurch, including an MoU that needs to be signed for Pakistan to tour the West Indies for a limited-over series in July

June 23 – Najam Sethi is named PCB’s interim chairman

July 20 – Islamabad High Court overrules all major decisions taken by Sethi and orders the Election Commission of Pakistan to conduct fresh elections for the chairman post

October 15 – Nawaz Sharif, prime minister of Pakistan, dissolves the governing board of the PCB and forms a five-member interim management committee, headed by Sethi, to take care of cricket

October 21 – Islamabad High Court sets November 2 as the deadline for Pakistan’s election commission to fill the vacant chairman post

The arguments lasted more than 90 minutes, during which the PCB’s current status was called a “mess” several times. The board’s lawyers insisted that Siddiqui’s order be reviewed while a lawyer for the suspended chairman, Zaka Ashraf, pleaded for his client to resume his role, since he was elected for a four-year term this May. However, the judge turned down both arguments. After a lengthy hearing, the bench directed all the respondents to return on Monday for their concluding arguments before the court reaches a verdict.Justice Siddiqui’s verdict asked for drastic changes in the structure of the PCB, and questioned the appointment of the selection committee, as well as its financial and recruitment affairs. The judge ordered the Election Commission of Pakistan to carry out the election of the PCB chairman, directed the federal government to appoint a District Management Group (DMG) officer as the PCB secretary, and also reduced the powers of the president of Pakistan – also the patron of the PCB.Sethi was appointed as interim chairman of the PCB in June 2013 – for a 90-day period – after the Islamabad High Court suspended former PCB chairman Ashraf due to questions over the legality of PCB elections. In July, the Islamabad High Court set a deadline of October 18 for the PCB to hold fresh elections. On October 15, the prime minister of Pakistan and new patron of the PCB, Nawaz Sharif, dissolved the governing board of the PCB, and formed a five-member IMC to administer cricket. Sethi‚ former chairman Shahryar Khan, former players Zaheer Abbas and Haroon Rasheed and former team manager Naved Cheema were appointed to the committee. The IMC had been directed by Sharif to elect one of its members as chairman, and the committee unanimously chose Sethi, who had been acting as caretaker chairman since June. The IMC wanted to hold off elections to allow time for various local cricket associations to resolve outstanding legal issues but Justice Siddiqui ordered the Election Commission to press ahead with the poll.

Masakadza not worried by loss

Hamilton Masakadza is unperturbed by Zimbabwe’s massive loss against Bangladesh in the first ODI, and is looking ahead to the final two games in the series

Zimbabwe batsman Hamilton Masakadza has said that the home side is not under pressure playing at the Queens Sports Club in Bulawayo, a venue where they have lost to Bangladesh seven times in nine matches. He was the top-scorer in the first ODI, but was one of four batsmen to fall when the score was on 93.”I think we just had a bad start in Bulawayo,” Masakadza said. “We couldn’t fight like the way we were supposed to. I think 260 was a par-score on this wicket, which is batting friendly, but we just didn’t bat well enough to chase it down.”I think they (Bangladesh) had a few good games here where we haven’t played so well ourselves. We don’t really think there is a jinx. We chased 300 runs against New Zealand in a one-day game.”Masakadza fell trying to work Ziaur Rahman on the leg side. He was batting on 38 and was looking increasingly fidgety after the dismissal of Brendan Taylor a few overs earlier. He was ultimately adjudged leg-before and the collapse continued as Elton Chigumbura followed him back to the pavilion in the same over.”The mistake was that we kept playing across the line to Zia and gave him five wickets. This is a simple mistake, but I think this broke the back of the batting. So the guys had talked and thought about it. We had sometime in the nets today so I think it will be fine tomorrow (Sunday).”Masakadza wasn’t pressing any panic buttons yet, despite the big loss in the first game, but is looking forward to some more contributions from the rest of the batsmen. “We still have two more games to go. I believe we are capable of bouncing back and are looking forward to the game tomorrow.”There are guys in the middle orders who are also scoring runs, and they did it in [the] West Indies. So I think it’s not [just] relying on [a] few people. The whole thing is a team effort, and I think as a team we just didn’t come [out] right yesterday.”

Tuskers win Logan Cup despite defeat

Despite losing against Southern Rocks in the final game, the Matabeleland Tuskers ended as champions of the Logan Cup

ESPNcricinfo staff07-Mar-2013
Scorecard Despite losing by six wickets to Southern Rocks, Matabeleland Tuskers finished as Logan Cup champions through a two-point margin over second place Mountaineers. The Tuskers were put into bat, but struggled to put together substantial partnerships. Tawanda Mupariwa was rewarded for an excellent line: he bowled four batsmen and trapped another lbw. At one point the Tuskers were 36 for 6, and then they lost three wickets on 67 before finishing with 86 in the first innings. Mupariwa had best figures of 5 for 26.The Rocks also lost wickets at regular intervals in their first innings, but managed a significant lead. They were dismissed for 210, through economical bowling efforts from Keith Dabenga, who took 3 for 20, John Nyumbu who took 2 for 38, and Thabo Mboyi’s 2 for 24.Matabeleland did markedly better in their second innings, but were unable to put enough runs on the board to set a challenging target. They were dismissed for 199. Charles Coventry’s 61 off 50 balls was not enough as Cuthbert Musoko’s 4 for 44 and Trevor Garwe’s 4 for 64 limited Tuskers’ lead to 76. Despite a few hiccups, Rocks were able to chase their target and win the game by six wickets on the third day.

Marsh and David set to re-sign as BBL, WBBL contracting embargo ends

WBBL introduces a new rule where clubs must now sign one domestic player from the T20 Spring Challenge competition

Alex Malcolm01-Apr-2025Mitchell Marsh and Tim David are expected to re-sign with Perth Scorchers and Hobart Hurricanes respectively after the BBL and WBBL contracting embargo period lifted on Monday.Marsh, Australia’s T20I captain, and one of the team’s key death hitters in David were two of the most notable uncontracted BBL players when the embargo period began after the new player movement window ended in early February, when seven players found new clubs.Marsh and David had not been part of the maximum 10 players that clubs were allowed to retain prior to that window opening after both men had come off long-term contracts at their BBL clubs.Despite both fielding offers to move elsewhere it appears likely both will re-sign, with Marsh set to have much more availability to play for Scorchers in the coming years having lost his Test place while David will be aiming for more success with Hurricanes after playing a key role in their first title last season.Related

  • Swepson moves to Melbourne Stars on deadline day

  • Melbourne Renegades sign Doggett, Jewell set to follow

  • Beau Webster returns to Hobart Hurricanes in the BBL

  • Melbourne Renegades sign Jason Behrendorff in first BBL free agency move

Matt Renshaw is also likely to remain at Brisbane Heat after coming out of contract. Uncontracted players in both the BBL and WBBL can be signed by any club after the embargo period ends.Clubs are also free to sign one overseas player if they do not already have one, but that player must be available for the full season plus the finals.Sydney Sixers and Adelaide Strikers do not currently have an overseas signing for the BBL while WBBL defending champions Melbourne Renegades and Strikers do not have an overseas player signed.Seven players found new BBL clubs during the trade window with Jason Behrendorff, Brendan Doggett and Caleb Jewell all joining Renegades, Mitchell Swepson and Liam Hatcher signing with Melbourne Stars, while Beau Webster and Joel Paris returned to Hurricanes and Scorchers respectively.Ellyse Perry is currently uncontracted in the WBBL•Getty Images

In the WBBL, Sixers have yet to secure Ellyse Perry while Renegades title-winning skipper Sophie Molineux and star legspinner Georgia Wareham are currently uncontracted, as is Heat skipper Jess Jonassen and Stars and Australia seam bowler Kim Garth. There has also been a new rule introduced for the WBBL with clubs required to keep one spot available on their list for an Australian domestic player who performs in the domestic T20 Spring Challenge competition.”The new rule ensuring WBBL clubs will draft a player from the Spring Challenge is also exciting with some great emerging talent to be rewarded with a chance to win in the world’s strongest women’s T20 league,” Big Bash Leagues general manager Alistair Dobson said.Meanwhile, Cricket Victoria (CV) has confirmed it will host the inaugural Melbourne T10 Invitational tournament at the Junction Oval next week with five BBL academy teams from Stars, Renegades, Sixers, Strikers and Sydney Thunder all taking part.CV has been involved in the running of the San Francisco Unicorns in Major League Cricket and was the only Australian state to send a team to the Global Super League in the Caribbean last year. Cricket New South Wales has been involved in the running of Washington Freedom in the MLC.The T10 tournament is designed to provide playing opportunities for young Australian players outside of the domestic season that finished last weekend. It will be played from April 7 to 17 at Junction Oval, during a mandatory leave period for contracted Australian international and domestic players who are not playing overseas, and will be live streamed in Australia and India.

Valorizado!

BCB committee suggests better structured domestic season

BPL franchises face tax issues

The National Board of Revenue in Bangladesh has frozen the bank accounts of Shihab Trading Company, the firm that bought the ticket-selling rights for the inaugural edition of the Bangladesh Premier League (BPL) and owns one of the league’s franchises, the Dhaka Gladiators.
“We have asked our officials to attach, or freeze, all bank accounts of Shihab Trading Company after they failed to pay us any of the tax levied on the BPL’s ticket sales,” Kanon Kumar Roy, director general of Directorate of Inspection (Taxes), said. “We asked them to pay 5% of all ticket sales, which amounted to Tk 2.25 crore [$275,000 approx]. They insisted it was Tk 2.16 crore [$265,000 approx], but they haven’t paid any money as tax.”
In response, Shihab Trading Company chairman Salim Chowdhury told : “I think there has been a miscommunication. The tickets that we gave to the BCB [to distribute] are worth Tk 20-22 crore, so those tickets can’t be taxed.”
Also, Roy said, till now, only one out of the six BPL franchises have met tax requirements. “One franchise [unnamed] has been forthcoming, but the rest haven’t followed their lead.”

The cricket operations committee of the Bangladesh Cricket Board (BCB) has suggested that the domestic first-class competition, the National Cricket League (NCL), be completed before the commencement limited-overs tournaments in the 2012-13 season. A final decision on the recommendation will be taken a board meeting on August 6.The 2012-13 domestic calendar, for the main local competitions, looks quite structured at this early stage of discussion: The first-class competition has been scheduled to begin in early October, running till mid-January, after which the cricketers will take a break and then play the Bangladesh Premier League (BPL) from mid-February. The one-day Dhaka Premier League (DPL) tournament is slated to begin in March and run till May.”The committee has recommended that after completing the NCL, there will be the BPL and the DPL. If the national cricketers are not available during the one-day competition, we will not be using the players’ pool,” the BCB spokesman, Jalal Yunus, said on Wednesday. The cancellation of the players’ pool would mean that the DPL clubs are no longer bound to pick three current national cricketers each, as they won’t be available during the time – Bangladesh are scheduled to tour Sri Lanka in March and Zimbabwe in April next year. The 2011-12 domestic calendar took on a disorganised air, after the BCB’s decision to stop the NCL, which had begun in October, with just one match remaining in its second round. The DPL then began, only to be interrupted by the BPL in February. Though the NCL was eventually completed in April, the DPL dispute added to the scheduling confusion. The season ended in June, the longest it has run.A proposal for a franchise-based four-day domestic competition will also be discussed at the meeting on August 6. Currently, negotiations with various companies interested in buying franchises for the proposed tournament are on.
